The recent reconciliation bill signed into law on July 4 has brought a significant shift in how employees with High Deductible Health Plans (HDHPs) get care when they need it. The new bill has permanently reinstated the HDHP safe harbor, effective retroactively from January 1, 2025. This development is a substantial win for healthcare access advocates, health plans, and employers, as it allows them to continue offering virtual care services to participants in High-Deductible Health Plans (HDHPs) without cost-sharing, thereby preserving their eligibility for Health Savings Accounts (HSAs).

Previously, these individuals had to pay out of pocket for healthcare services until they met their deductible, except for preventive care services.
